AIT宣布這份由美國公布最新的《2026年台灣災害管理參考手冊》大約100多頁，討論非常多面向並仔細地說明了台灣經歷了25年以上的防救災體系與架構。
手冊內容指出：台灣目前面對的挑戰是「如何在大型複合式災害或嚴重的通訊中斷情況下，確保多個NGO、民間志工隊與軍方聯絡官之間的指揮管制與資訊同步」。
此外更點名，台灣基礎設施當前最脆弱、但現階段也正在積極強化的三大層面，就是通訊（如海纜）、能源（高度仰賴進口）與複合式威脅（風災乃至資安威脅），也給出一些方向。
這份手冊非常重要，如同內文所說，這會有助可能與台灣第一線救災人員合作的國際規劃者與實務工作者，能更深入瞭解台灣的災害管理體系。

台灣經常面臨地震、颱風、洪水、山崩等天災帶來的複雜挑戰。 儘管如此，台灣在防災整備與災害應變方面的能力持續提升，並已在相關領域取得長足進展。這本內容詳盡的參考手冊提供了寶貴資訊，有助於可能與台灣第一線救災人員合作的國際規劃者與實務工作者，深入瞭解台灣的災害管理體系。
台灣的災害管理體系有幾個重要亮點：
內政部消防署訓練中心：全亞洲規模最大的消防與防救災訓練設施。堅強的搜救能力：曾多次參與國際救災行動，專業能力經實績驗證。「全社會韌性」倡議：促進全台大規模防災整備能力。

Taiwan regularly manages a complex environment of natural hazards, including earthquakes, typhoons, flooding, and landslides.
Despite these challenges, Taiwan has a growing capacity in disaster preparedness and response and has made great strides in the field. This comprehensive handbook offers valuable insights into Taiwan’s disaster management (DM) system for international planners and practitioners who may work alongside Taiwan’s first responders.
Key highlights of Taiwan’s DM capabilities include:The National Fire Agency’s training complex, the largest of its kind in Asia.Robust search and rescue capacity with proven expertise from responding to numerous international disasters.A whole-of-society resilience initiative that facilitates large-scale disaster preparation across Taiwan.
The progress is clear: the 2024 Hualien earthquake resulted in dramatically fewer fatalities than the devastating 1999 Chi-Chi earthquake, showcasing a major improvement in resilience. Taiwan continues to strengthen its domestic capacity to save lives and alleviate human suffering.
